I honestly and earnestly do not understand this puzzle. Maybe I'm overanalyzing but I absolutely am at a loss.

Well, whatever you do, don't free them. I've basically thrown them out of my playthrough trying to be a good guy.

Honestly, I've just periodically bought them in stores whenever they pop up. It's not rare. Like 3 here and 4 there. They appear on the tables in stores. Just honestly spend the time to buy them that way, dude. There is no bulk option for stimulants that I have seen in over 60 hours of playing. The game kinda puts you in a speedrun mindset and it doesn't need to be that way. 

You absolutely need a mouse or a controller. It takes a bit of practice but it's not impossible to do. 

Should you choose to conquer everything eventually

If so, I'd also like to question the relationship you'd be able to maintain with both queens.

I also have this question. If you side with The Dorganian King in the slavery bit of the game, does it lock you out of possibly conquering them? It might be too soon to ask this question.
